Steering Committee

The project’s Steering Committee is comprised of an inter-ministerial team headed by the General Director of the Ministry of Environmental Protection or a representative on his behalf, a representative on behalf of the Accountant General (Ministry of Finance), a representative of the Budgets Division, a representative of Israel Land Authority and a representative of the Ministry of Defense.

The Steering Committee will prioritize soil treatment in accordance with various governmental needs, will examine alternatives for remediation as suggested and presented by ESC and decide on the appropriate form of treatment in accordance with the entirety of pertinent considerations, including a balance between the State’s economic considerations; environmental considerations; and its commitment to international treaties and conventions.

The authority of the Steering Committee further includes scheduling of remediation works, authorization of remediation plans including budgeting of works on each of the sites, addition of sites for remediation, control, review and supervision over the executing body. In case of need, the Steering Committee will instruct regarding the performance of hazardous works, including the extraction and treatment of explosives and the execution of works at times of war.
